COMMUNITY DEVELOPMENT COMMISSION
1. Roseland Amendment Lead Agency Designation: A new EIR must be prepared for the Amended Roseland Redevelopment Plan. Staff and consultants are to proceed with the amended process

SONOMA COUNTY WATER AGENCY
2. Eldridge-Madrone Pipeline Project
Chair is authorized to terminate the agreement with Valley of the Moon Water District for Funding Environmental Services and Design for the Pipeline Project (a Russian River-Cotati Intertie Project)

3. Pump and collector capacity project-caisson and access road for Wohler Collector No. 6-construction contract award Vadnais Corp. for $2,587,248

SONOMA VALLEY COUNTY SANITATION DISTRICT (3-member board)
Water Agency Chief to execute agreements between SVCSD and SepTech and Sonoma Ecology Center for watershed restoration, remediation, habitat protection, and/or educational projects in a form to be approved by County Counsel, in a cumulative amount not to exceed $83,000.

Tomorrow, the 4th item on the BOS consent calendar is approval for monies to be paid out to Sonoma Ecology Center and others. The funds are the result of a lawsuit brought by RiverWatch against SCWA related to wastewater spills in Sonoma Valley. Here is how people can reach us if they are interested in the work we'll do with the fine money. "The Sonoma Ecology Center is a non-profit working toward a sustainable, healthy watershed in the Sonoma Valley (996-9744 or sec(at)vom(dot)com."

We'll be using the money to assess the health of the riparian zones of Sonoma Valley, install a stream flow gage, and survey stream channels to better understand how the streams carry flood flows. We plan to involve local volunteers and student interns in the work, and make the results available to the community.

TRANSPORTATION AND PUBLIC WORKS
6. Aerial surveying for various refuse disposal sites, $40,000 Hammon, Jenson, Wallen and Associates

8. Guerneville Road, Freezeout Road, and Petaluma Boulevard North Bridges: Chair to sign $50,000 agreement with BioCare Services for control of birds and other wildlife on these bridges. Protect and monitor swallows' nesting sites with netting on undersides and superstructures of bridges. A federal requirement.

11. Abate 10 abandoned watercraft from Petaluma River along with tree hazards in Lake Sonoma.

COUNTY ADMINISTRATOR
34. Coastal Impact Assistance Program
Authorize chair to sign letter to the California Resources Agency submitting County proposals for Coastal Impact Assistance Program funding

BACKGROUND:
Congress recently authorized the new Coastal Impact Assistance Program (CIAP) to assist coastal states in mitigating impacts from Outer Continental Shelf oil and gas production. $150 million will go to 7 coastal states: Alaska, California, Texas, Mississippi, Alabama and Florida. Estimates are about $18 million to California. A formula will be based on population, shoreline mileage, distance from leased tracts. Subawards are allowed to other appropriate entities, SCWA, for example. The amount available to the county is not presently known.

The State must submit a plan to NOAA who has 90 days to decide. The Resources Agency will be responsible for California's CIAP. Counties are to submit plans by April 6th to meet the July 1st deadline. Federal guidelines list about 25 possibilities for projects to preserve and study our marine habitat. The County Administrator and the General Manager of the SCWA have chosen the projects listed below assuming an allocation of $250,000:

$100,000 Various stockpile sites within Sonoma County, T&PW $50,000 Local Coastal Program Update-Permit and Resource Management Department

Another list assumes a $1.89 million allocation.
