PERMIT AND RESOURCE MANAGEMENT DEPARTMENT

42. Update of the Sonoma County General Plan

Direct PRMD to begin an issue-focused update of the General Plan; hereafter referred to as GP 2020; and

Review and approve the Draft Work Program; and

Review and approve the revised Comprehensive Planning Work Plan to reflect the Work Program

County Administrator recommends: For policy determination of the board
Estimated cost is $400,000 for 2001.

The packet from the board has 24 pp. Most sheets have information on both sides of the paper. The charge is 10 cents a sheet. So printing on both sides of a page is only 10 cents.

These are just words and phrases that jump out at me from the packet:

*the recommended work program would be mainly focused on policy refinement rather than major reconsideration of primary goals and policies

* Public involvement would be multi-faceted with a formal committee and several ad hoc committees

*The Update would be performed by a combination of County staff and consultants, take about 2.5 years to complete and cost about $775,000.

*This update will be called GP 2020.

*A 10-person citizen steering committee, two members from each supervisorial district that would meet in public on a regular basis to guide the Draft Plan.

*Some projects have to wait until the 2000 Census data is available.

*An Ad Hoc County Staff Working Group with reps from various departments.

*An ad hoc working group of city representatives with a senior manager from each city who would meet with county staff to assure county/city coordination. Staff presentations to city councils will be offered at key points.

*Periodic noticed board/commission workshops and meetings at critical junctures in the process to assure broad public involvement.

*A GP 2020 Web site providing current information.

*Formal public hearings on the General Plan and the EIR. _________________________

REGIONAL PARKS
Ad Hoc Report - Prop 12 Park Bond Act - Per Capita Recommended Project List and project priority and authorizing the Director of Regional Parks to apply for per capita grant funds

Background: Approximately $2.5 million will be coming to the county after submittal of grant documents over 2 fiscal years.

Projects: 2001-02 Funding and Construction to be Complete: 1. Maxwell Farms Regional Park, tennis courts and restrooms 2. Ernie Smith Park expansion
3. Taylor Mountain
4. Unity Ballfields
5. Cloverdale River Park Phase 2
6. Maddux Ranch Park Phase 5
