SONOMA COUNTY WATER AGENCY
37. Operational Risks with the Petaluma Aqueduct Resolution 1) directing the General Manager/Chief Engineer of the SCWA to notify the Department of Health Services and elected officials of the Petaluma Aqueduct water customers of risks associated with operation of the Petaluma Aqueduct; 2) directing the Gen. Manager/Chief Engineer to work with the Petaluma Aqueduct water customers to identify various measures to reduce demands on the Petaluma Aqueduct; and 3) directing the Gen. Manager/Chief Engineer to report back to the Board in early summer 2001 regarding the status of the Petaluma Aqueduct and operating conditions to determine a need to declare Stage II or higher (mandatory) conservation efforts

There are 16 pages of Background, the Resolution, Report on Risks, Map from Lake Sonoma and Asti to Kastania Tanks, south of Petaluma.

Main Points:
*The Water Agency has NOT been able to meet peak demands on the Petaluma Aqueduct since 1996.
* The present situation will continue until permanent facilities are installed to address growing demands and peaking issues. *The aqueduct is also vulnerable to mechanical, structural, and electrical outages.
*The Agency must construct two new parallel systems, one from the Cotati Tanks to Ely Booster Station and one from Ely to Kastania Tanks as contemplated in the WSTSP. A project specific EIR for the parallel aqueducts and funding mechanisms before construction can begin. Cotati to Kastania will be completed in 2007 at the earliest.
*If outages occur on the P. Aqueduct due to mechanical, electrical or structural problems, the water supply could be limited to indoor water use, or significantly curtailed. Additional measures by the customers are needed.

The Water Agency is recommending the three actions in the resolution be taken by the Water Agency Directors.

The resolution:
*Demands exceed capacity during certain peak periods; and *Demands are expected to continue to increase on a yearly basis; and *The Petaluma Aqueduct may suffer from mechanical, structural, or electrical outages restricting Water Agency's delivery of water resulting in insufficient supplies for health and safety; and *Measures to increase capacity may not be available for 5+ years; *Cooperation of water customers to implement water conservation ordinances and increased recycled water use are necessary to reduce impacts; and
*Mandatory conservation measures may be needed to protect water supplies for public health and safety.
*Water Agency Chief is to notify Dept. of Health Services; *Develop mandatory water conservation ordinances; *WA Chief is to report back to directors in early summer 2001
to determine if Stage II or higher (mandatory) efforts are needed.
