CONSENT CALENDAR

COMMUNITY DEVELOPMENT COMMISSION

1. $250,000 and $50,000 loans to Burbank Housing Development Corporation to buy two parcels for the Wilford Lane Apartments in Cotati.

SONOMA COUNTY WATER AGENCY

5. Calder Creek Wetlands Enhancement Project ($66,000) Located at the Calder Creek outfall to the Laguna de Santa Rosa (property owned by Sebastopol). The project consists of the installation of a weir in the drainage way and excavation of a wetlands channel to facilitate diversion of a portion of industrial/commercial runoff to adjacent wetlands as part of the Laguna Master Plan. Approximately 1/2 acre of wetlands would be enhanced to achieve a water quality treatment treatment function. Funds will come from the SCWA's Laguna-Mark West Zone 1A fund.

39. Strategic Energy Plan
Approve Updated Plan.

Notes: It is said that the SC Central Landfill produces enough gas to power a city the size of Sebastopol forever. Therefore, the county needs an energy plan.

Use the electricity from the landfill gas generator operated by Transportation and Public Works to maximize outside revenue to that department and reduce and stabilize the cost of electricity to other county agencies.

The Plan recommends that the LFG (landfill gas) plant sell its output first to the 9 largest county electric plants and then sell the remaining output to the Power Exchange or the green energy market. There would be a guaranteed customer for some of its off-peak load and free some of its on-peak power to be sold at premium prices.

The plan is on file with the clerk of the board.

43. Airport Land Use Commission's Comprehensive Land Use Plan (CLUP)

Circulate an RFP (request for proposals) and return with a contract to prepare an EIR for the plan.

Resolution requesting CalTrans to allocate $112,500 for the EIR and related staff costs.

Authorize PRMD to execute agreements.

44. Court-mandated Revision to the General Plan Housing Element Review and approve the proposed Work Program for a revised Housing ElementResolution allocating one additional Planner III position to PRMD

PRMD Notes:The court found that the General Plan does not meet state housing law. The court has not finalized the decision but it is expected to by December. It gives the county 120 days to adopt the revised element. That isn't enough time as the county also needs to revise the General Plan. PRMD requests adding a Planner III position.
