Enginering Services for Delivery of Recycled Water
for Agricultural Use (Phase 2) Water Agency's Report on #34: Estimated Cost: $423,000 Alternatives - Results of Non-Approval: Evaluation of implementing an agricultural recycled water supply project in cooperation with SR and the Coalition for Sustainable Agriculture that could utilize water from the pipeline that will be constructed for the Geysers Recharge Project will not be completed if contract not authorized. Water Agency Background Report: This is a Water Agency water supply project and the positions of ag interests for negotiations of a long-term recycled water supply contract. The source of water will be the pipeline constructed for SR's Geyser's Recharge Project. Wagner & Bonsignore are the consulting civil engineers and will provide technical assistance.The Coalition for Sustainable Agriculture represents ag lands in the Russian River and Alexander Valley Viticultural Appellation boundaries and is involved with the project. BOS is requested to approve and authorize the agreement for Engineering Services for Delivery of Recycled Water for Agricultural Use. End of Water Agency Report SONOMA COUNTY WATER AGENCY/COUNTY OF SONOMA 35. Russian River Watershed Activities Request for
Proposals (RFP) Water Agency Report: 12/14/99: Resolution authorizing chairs of BOS and SCWA Board of Directors (BOS) to sign a joint-efforts letter requesting distribution of federal and state funds received for salmonid restoration and approve requests for funding of specific projects within Sonoma County. Alternatives - Results of Non-Approval: Would result in significant delay to the restoration of habitat for threatened and endangered species. Continuing SCWA Report... Since the SCWA staff has expertise in coordinating watershed protection projects, the Agency has offered to help coordinate distribution of these funds to local agencies and organizations to benefit the Russian River Watershed. It is proposed that a team be formed, consisting of *3 individuals familiar with the RR Watershed,
representing a diversity of viewpoints, economic,
environmental, and public concerns to be appointed by
Assemblywoman Wiggins Team would be formed within two weeks of adoption of this
resolution. Team to develop criteria for evaluating proposed
projects within 45 days of team's first meeting and would
request proposals from local agencies and organizations for
projects that would protect, restore and enhance the
environmental and economic value of the Watershed. Proposals
would be due to the team no later than 90 days from the
establishment of selection criteria. Recommendations would
be presented before the board for final selection within 30
days date for submission. It is anticipated that the entire
selecytion process would be completed concurrently with the
establishment of an agreement with the State Water Resources
Control Board (SWRCB) regarding the grant contracting

that I have secured $1 million to help restore the Russian
River, with the funding becoming available should voters
approve a water bond measure on the March 2000
ballot.... Excerpts from Supervisors Reilly and Smith's 5/1/00 letter to Mr. Edward Anton of State Water Resources Control Board: "RE: WATER BOND FUNDING FOR COMMUNITY-BASED WATERSHED MANAGEMENT ACTIVITIES FOR THE RUSSIAN RIVER "Proposition 13, The Water Bond, approved by voters in March of this year provided $1 million to the County of Sonoma to fund watershed management activities in the Russian River Watershed. "We are writing to formally request that these funds be
appropriated for Sonoma County in the May budget revision
and that the funds be made available to the SWRCB as
indicated in the approved bond language. The County of
Sonoma coordinating through the staff of the SCWA will work
with local public agencies and organizaations to develop a
community-based plan and slate of projects and develop an
agreement with SWRCB on utilization of funds. These funds
will also be supplemented with Sonoma County Water Agency's
Fisheries Enhancement Program grant funds as matching
dollars and used to provide grant funding to local

details the problems of no paid staff, no coordinator, no
funds, questions about the 2001 budget, lack of information
to formulate a 2002 budget, and asks for assistance and
answers to questions from the State Resources Agency. There are more letters but a lack of time to discuss them. BW
Background: Written by Staff Taylor Mountain A proposal has been made to expand the Priority Greenbelt to include the east facing slopes of Taylor Mountain facing Bennett Valley. Staff Recommendations: Staff believes that the current designation properly gives priority to acquisitions of the most significant scenic features of Taylor Mountain. Staff recommends no change to the adopted Plan 2000 for Taylor Mountain. Taylor Mountain A proposal has been made to designate the higher elevation slopes of Sonoma Mountain above 400 feet from expanded Greenbelt to Priority Greenbelt. Staff Recommendation: Staff believes that the current
designations are appropriate. Acquisitions on the higher
elevation slopes of Sonoma Mountain remain an important
component of the District's efforts under the Expanded
