SCWA White Paper Notes
This Web copy of Krista Rector's invaluable opus,
researched and assembled in the mid 1990's, does not include charts and other
graphical elements. But there's so much useful here, you may
not notice! (A complete bound copy is available for
reference use at the Environmental Center of Sonoma
County.)
Note that the 1996-98 Update contains a review of the
SCWA's Draft Environmental Impact Report (DEIR) on the Water
Supply and Transmission System Project (WSTSP) and comments
on its Final EIR, as well as some narrative on directives
and modifications mandated along the way.
As you may know, the challenge
spearheaded by the Friends of the Eel of the adequacy of the WSTSP's
Final EIR was first rejected in local Superior Court, but then
upheld on appeal at the State level. One immediate result was a warning
issued by the SCWA to its water contractors about
uncertainty in
augmentation
of future supply--which has evolved to official recognition of its limits, and the ascendance of conservation.

We will compile more on the status
of regional water
issues now
in ferment as additional web building volunteers step forward.
In the meantime, there's
no
better place to start to review, or to get up to speed, on
the background of the most critical issue in the North Bay
area.
Of special interest may be the report section entitled "Problem Statement....",
which outlines proposals for reforming and reorienting SCWA in response
to the region's conservation, threatened species recovery and water
quality needs.
