Author's Prologue An informed public is a reasoning public        The material contained in this Paper is based on varied resources that are listed in the Reference. There was no attempt made to provide footnotes or to give each individual author of the reference material direct quotes nor a direct linkage to the information derived from their work. The paper would have been unreasonably long and difficult to read. Any reader who would like clarification of resources can write me at c/o FORR, P.O. Box 1903, Sebastopol, CA 95473 and I will respond as time allows.        Every means possible has been taken to retain the intent of the original reference material given the space allowed. Any misconception or misinterpretation is regretted. Please send corrections to the above address with reasoning or proof attached. Future publication of this white paper will include as many corrections as feasible.        The intent of using the reference material was to get the best possible source of information. Much of the material used was directly attributable to publications and writings of the Sonoma County Water Agency (SCWA). Not all material was researched and published in the same year, however the facts relative to one year can be interpreted as correlating to another year when there has been little passage of time. There has been no effort made to correct, refute or verify the materials provided by the SCWA, even when there were discrepancies.        The purpose of this paper is to provide the members of the public and the decision makers with as much information as possible in as condensed a form as possible. The reader may wish to start the reading with the Glossary and the History in order to form a base of knowledge.
